Questions on System Update activated by Game disc

I had a chipped US console running on ver3.2U. When I inserted the Samba de Amigo (backup) game disc, it ask for a system update.

    My questions are :
1.) Does it mean that the game need firmware higher than v3.2U or
2.) The game disc is from a different region i.e PAL or NTSC-J ?
3.) What is the potential risk if I click ok for the system update ?

Anyone can shed a light on this? Thanks.

I still don't understand why the game still ask for system update if it doesn't require firmware higher than v3.2 that my console has? Or is it that any game disc that had a update firmware in it will ask for a system update irrespective of the console software version?

Of coz I have played wii b4 (but still pretty new to it) that's why I encounter games asking for system update and I certainly do understand why disc come with firmware update on them.

Most games that i have didn't ask for any updates (probably have been brick-blocked when I bought them), that's why I didn't know that it's included in all games.
