Wii balance board charger kit proper use/manual

The Short:

Intec G5620 Wii Balance Board Charger

1. What color lights should it have when dead, charging, fully charged.

2. How do you properly charge it? Wii on, but not playing anything? Battery in or out of board?

~~~~~
The long:
I have the Intec G5620
Bought it second hand (for $10, figured that was good deal, but looking around I could probably get one brand new for about that, but lets forget about that for now lol)
I don't think it is keeping a charge. Second hand, so no manual, and just want to get some info on it. I couldn't find a manual online.
Question 1.
Red light I'm assuming is practically dead.
When charging my controllers the light goes blue.. On my balance board battery it kind of goes purple.
I would assume going green would be full (like controllers) except for my balance board battery never goes green. (is purple charged, or is it not getting fully charged)
Question 2.
Does it charge properly when it is plugged in and being used? (My xbox controller kit does, but maybe this is different)
Its USB so I know Wii has to be on.. but is it different if I leave it in board, or should I take it out of board when charging?
Thanks
