wiiflow "disc_setusb failed" error after switching to FAT32

So until now I've been using a WBFS formatted 16gb flash drive and used a combination of WiiFlow and WBFS Manager 3.0 to manage my games. It's been working perfectly.

I needed more room so I set up an external 1TB HDD with 2 partitions (1 FAT32, 250gb and 1 NTFS, remaining space -- approx 640gb)

    - loaded games onto FAT32 partition with Wii Backup Manager (because it supports fat32/ntfs partitions)
    - connected hdd to wii
    - loaded wiiflow
    - wiiflow asked to select the game partition
    - i selected FAT1
    - it showed all the games
    - when i started one, i got this error: disc_setusb failed

If I disconnect the external HDD and reconnect 16gb thumb drive w/WBFS partition, everything works fine.

    cIOS249 rev17
FAT32 partition is not primary or active -- should it be?

According to this, it says I need Hermes cIOS222/223 OR rev19 to use FAT32. I just installed Hermes.

Since you're quoting Krank straight from his post in the guide you are supposed to be following, would it be too much to ask you to read said guide? It's obvious you are not, if you're asking these questions (as they're answered there).
