You don't need to change the region of your Wii to play out of region games. You would be best to use the backup loader for force the region, or in your case, a japanese region is NTSC, a North American region is NTSC too, so you could try a North American version of the game. I wouldn't change the region of the Wii just to play a game.

Never accept a disc update or official Nintendo update from an out of region game.

Here is part of the readme from Neogamma, perhaps it may help you play out of region games. I really don't mess with out of region games, very frustrating, I just install from retail disc, anymore. You should be able to implement this with your loader.

    Boot Language:
Option which language to force. "Console Default" forces nothing, "Auto Force" forces english on NTSC-U games, and japanese on NTSC-J games. Forcing the language of the disc (or ISO) is required for some import games.

    Force Video:
Option which video mode to use. "Disc" is the default and DOES NOT force anything and is THE option that works. "Wii" forces the video mode set in the Wii settings.

    Patch Video:
ONLY ENABLE IF YOU NEED IT! Patches the video mode(s) inside the main.dol to the video mode the game will be started with. This makes more import games playable with "correct" colors.

    VIDTV Patch:
ONLY ENABLE IF YOU NEED IT! ??? Something video related.

    Patch Country Strings:
ONLY ENABLE IF YOU NEED IT! Required for some import games, mostly people with japanese Wiis need this.
Configurable USB Loader uses all of these sittings, so if you use a USB HDD then give that loader a try.

    21120100,
as said above, would u play it with Cfg Usbloader ?
try to set the game options as lang=eng, video=NTSC, on, on, on, on,...all the way to the item "Fix002=on" (inclusive)
PAL games are playable on Jpn consoles without the need of AnyRegionChanger. only a few PAL games need be set video=PAL50/60.
    good luck!

i used to play Dragon Ball Z Budokai3 with modchip + gecko
now, being in Cfg, GX and WiiFlow, i may have to load it into HDD and try it with Neogamma. take a while to finish the testing, sorry.
while green screen is presented, u're close to playable. go, go !
