If your using firmware 3.1, upgrade. You cant do much hacking wise with a system on 3.1. Im running 3.2 and can do alot. Most people will tell you to upgrade to 4.1. There is a guide on here that gives you step by step instructions on updating your console to whatever firmware you want. But I will tell you that there isnt much you can do with your system at whats its at. Also, dont do any system updates through nintendo because youll update to 4.2. Though downgrading from that using these guides on this site can be done, it can get difficult if your new at this stuff. Once you get your console updated to where you want it to be, youll need to install some cios and ios along with HBC, neogamma backup launcher and any other goodies you would want. Once again there are guides on this site to get all that stuff installed. Also there is a way to play our of region games on your console but until you have your console hacked and have the stuff needed to play backups installed, theres really no point in me going into detail on how to achieve that.

Well you do need to have internet connection to upgrade. So make sure you get that working good first. Once you get that working, turn wiiconect24 off as this will mess up your upgrade. Also with you currently being on 3.1, there was no need to install ios60. Ios60 is only for consoles 4.0 and above. Now if you were to upgrade to those versions, then you would install it but you would install the patched version so that nintendo doesnt delete your install. Since you do have that ios already installed, dont worry about it. It wont hurt anything. Just get your internet working on your console first, make sure you can first connect it, and then try your install again.

so by that i mean i have it so my wii cant access nothing wifi-ish so would i have to turn wii connect on then run the firmware updater... or is there a way around all that so nintendo dont delete my f/w or write over it...and how do i play the pal games on my wii ntsc?
Simply turn your internet on so that you can access the internet. make sure your connection test is sucessful. I think you have to turn wiiconnect24 off to get preloader to install properly. I have mine turned off anyways so that its not connected to the internet while the wii is powered off because that heats the console up alot. Anyways, once you got your internet working, your install wil work fine as long as you follow all the steps in order. Make sure they are done in order or else you will brick it. To play pal on your ntsc, first get neogamma backup launcher along with cios38 rev14. If your playing games using the disc method, install either neogamma r5 or r6. You must have cios38 rev14. When you load neogamma, go to region and one of the settings (not sure which it is) will have the default setting as disc. Change it to wii. Then go to configurations and change save config to yes. Only do the last part if you have an sd card in the slot of else it wont save.

First off dont do a nintendo update PERIOD. It will update your console to 4.2 thus causing you to run into some headaches when you want to hack it. There is a guide on here made by dogeggs dealing with updating from 3.1-4.1. Go read it. It will tell you step by step on how to install everything. He gives you links to all the files you need and where on your sd card to put them.
