First, I downloaded
NUS Downloader 1.2 (be sure you get this version, as the database integrated with the downloader), and downloaded the most recent versions of all the affected IOSes. Actually, I went from a list I was givenby SifJar, which looked like this:

In order to download these with NUSD, simply copy and paste each of these titles into the "title" box one at a time, and tick the "Pack > WAD" box and click on the download button. Leave the "version" box empty. Note that you will have to clear the boxes after every download. This was not as unpleasant as it appears. :)
Second, I downloaded
Wad Manager 1.5 and the
cIOS38_rev14 installer.
Third, I placed all the downloaded wad files into the "wad" folder on my SD card, and copied the cIOS38_rev14 installer to the root of the card (renaming it to boot.dol, of course). If your card still has the boot.elf file on it, rename it to anything else, to avoid confusion.
Fourth, using the default IOS60, I installed cIOS38 rev14 (otherwise known as IOS249) from the SD card (also the default choice) to the system. The purpose of this was to give me an IOS that would run Wad Manager.
Fifth, I removed the cIOS38_rev14 installer from my SD card, and copied the Wad Manager installer to its root. Again, rename files as described above.
Sixth, using the default IOS249, I launched Wad Manager 1.5 and directed it to install (one at a time, naturally) the 26 wad files I had copied to the "wad" folder on my SD card.
Lastly, I ran the Hackmii installer without any errors. The Homebrew Channel was back again! To verify that the wad files had indeed been changed, I printed out the log again:
