Tried the formatter you recommended. Didnt work either. Plus would only format cards to fat, no fat32 option.

Did you try the "other desperate options" spoiler, the instructions in Chapter 1 of the Any Wii guide? More specifically the boot2 options?

OK. Grab the boot.dol file from the latest syscheck app (guide is in my sig). Place that file on the root of your SD card. Remove or rename any existing boot.dol or boot.elf file. Use wilbrand again, it will launch that syscheck dol. Post the results of the syscheck here in this thread.
Edit: I'm trying my best to avoid the brain splatter option lol
So I did a syscheck on all vulnerabilities and it would freeze at IOS21 while testing for vulnerabilities, so I just did it on IOS61 and it worked (what is posted below). Thanks for your guys time btw, this website is like my one hope right now lol
I used a 16mb sandisk for letterbomb and other methods which would fit

Failing on ios21 likely a red herring. Nothing that I know of uses it.
Why not boot into wiimod? What am I missing? That would give you a toolkit.
