Don't double(triple) post. If you have to add additional information to a post that hasn't received a reply in 24 hours, please edit your previous post instead of replying to yourself.

Since the other two loaders work fine, GX should be as well, so I would make sure that you delete any config files that may exist on your USB or SD card, install the latest (or at least a recent) version of GX (I have one linked in my signature, I don't think it's the newest, but it's close), then when you launch GX it will recreate a new set of default settings. See if it find your USB device then.

Okay, tried the 249 usb loader gx from your signature, still getting "Usb device not found. switching to channel list mode". Usb flash drive is in fat32, 32kb, with one folder, wbfs, containing the game files and folders as per wii backup manager 78.

I just don't understand why the other two loaders are working, but not GX. And GX detects my flash drive, or it would sit at the boot screen counting down for 20 seconds!

After my re-modding... here's my syscheck:

Did you hunt down any old config files to GX and delete them to force them to be recreated with default values?

As in, I completely deleted the USB loader gx folder on my SD card. Then extracted it from the app pack in the softmod tutorial, so the only contents of the folder were the boot.dol and an image file. This made it so USB loader was fresh and booting up for the first time, but still, no progress in fixing this.

Sounds like an issue with the loader, being the other two do work. Llaffer's usually got the newest versions in his sig on any page - maybe try a later version of GX.
