    Try this
Extract BLIND v2.0.zip to a formated sd card
    Load HBC, then load bootmii

    Does it load?

Go to the advanced menu, select the region settings
Set the settings to EURO and save.

I tried that, I just directed me to ARC after the advanced menu, the settings were already all PAL, so nothing changed.

The funny thing is, is that B.L.I.N.D. forces NTSC. USA and JAP are also NTSC, EURO is PAL. Is your TV having issues displaying PAL? I don't know. Possibly have a look in the wii settings and tinker with the display options there? Possibly try changing the wii from PAL to NTSC?

    Do you have a
    System check?
Maybe the softmod any wii guide will fix your problem.

Your HBC is not running on IOS58. Reinstall or update your HBC with the hackmii installer.
You could get the HackMii Installer from Guide - Softmod any wii
just go to Softmods with HOMEBREW CHANNEL installed. You could also update all your IOS AND cIOS with Softmod any wii,
start from SoftMod With Homebrew Channel Installed or follow the d2x cIOS Installation Guide I recommend the 2nd Method installation if you use the d2x cIOS Installation Guide.

I believe you are missing some IOS and cIOS, I did not see IOS80 or IOS90
This is what the Softmod any wii installs or updates with the ModPack.zip and IOS Update.zip

Check with the experts first. Maybe you need to re-install your system Menu or if you have boot2 you could restore your nand backup. Did you try to downgrade to/Install System Menu v4.1 from Guide - Softmod any wii
    Post your new system check

Give this a try, load wiimod and go to the region manager. Set the wii settings to USA and save, then set the settings to EURO and save.
