    cIOS38 rev17 has dual layer support. Hermes cIOS has dual layer support. You will have needed one of them installed before you ripped the retail disc. If you used Hermes cIOS to rip the disc, the you should have used the IOS that you installed as 38 merged with 37. If you downloaded the game then all I can say is try to boot it with one of those IOS's, if it don't work then you may have downloaded a bad rip.

    Quite right... if you rip it with a defective cIOS 249, you're game will be defective. This is true both for an original pressed disk, or an image you sourced via questionable means (translation: if you got a pirated version, whaddya think they ripped it with? Only one version I'm aware of in that category works, but we're not going there on this site - sorry).
