House of the Dead: Overkill problem

My Wii is 4.1. House of the Dead plays with both Backup Loader and NeoGamma, with both of these tho it is black and white (not really a problem), the main problem is this film reel effect, the screen constantly moves down and refreshes from the top. It is playable, yes, if playable means I can push A and stuff, but I can't focus the screen.

Any help would be much appreciated.

Its because you are not forcing your video correctly. It seems as though you are playing an out of region game. Just go into neogamma's video settings and change the force video to display in your output.
