Well to answer your question directly, you will need NUS Downloader.
Now, the easiest way to tweak the Wii menu themes is by using MyMenuify.
Just before you even think of jacking with these.... make sure you have Preloader/Bootmii installed, and your nand safely backed up.
And this thread probably does not belong in the Emulator section.
