#1: Uninstall IOS38 and/or previous version of cIOS with Any title deleter or any other homebrew app that can delete the same things.
In Any title deleter cIOS is IOS249.

#2: Put the "IOS38-64-v3610.wad" and the installer .dol file on your sd card.

#3: Then get and/or run Preloader to start install choose "Installed ***" option.

    1. That's wrong, do not uninstall IOS38.

    2. cios rev13 (or any other revision) installs as IOS 249. If you're going to uninstall anything then uninstall IOS 249.

If you're gonna install a wad from wad manager you need to put it in the wad folder on your sd card, if you do not have one create one in the root of your card.

(I uninstalled IOS38 too before I installed the cIOS, but Stomp 442 says you shouldn't, so maybe you shouldn't at least it's working for me now)

What do you mean when you say the "Preloader?" When I save the IOS38-64-V3610.wad folder, should I have it under the root or under WAD manager?

Here is the wad file you need,IOS38-64-v3610.wad, put that wad file on the root of your SD card. It does not go in the wad folder. This wad file is used in conjunction with the dol file as an offline install of cIOS38 rev13 or rev13b if you don't have a web hook up on your Wii. If your Wii is connected to the internet, you don't need the wad file.

EDIT - IOS38 installs as IOS38, cIOS38 rev13 installs as IOS249, if anyone deleted IOS38 with AnyTitleDeleter then look here to reinstall IOS38. If you download the IOS38-64-v3609.zip file, this one goes in the wad folder and gets installed with Wad Manager. Don't confuse the IOS and the cIOS.
