Why does Canadian contests have so many rules such as open to Ontario only or Quebec not included? That's not fair.

Well Quebec is under the Napoleonic code in terms of how it sets it's laws. The rest of Canada is similar to the Us judicial system. Thus sometimes there is extra red tape involved to open the contests to quebec.
