It would be easier to help you if we knew what happened to your wii. What was the last thing you did to the wii before it died?

Most likely he suffered a low level brick without priiloader protection, that was the fate of my old wii, and oh yes did i panic. I believe he was using wad manager, either installed a corrupt ios or deleted an ios below 200, or forgot the golden rule to unplug any usb accesories and/or gamecube controllers/memorycards when installing/fiddling with an ios.
    Thats how my wii went

Nope it needs to be installed before the wii bricked. Not sure if theres much hope for the wii...

Make sure when checking for the "2 lights flash" on the disk entry slot make sure there is no disk in the wii.

From what you say here, only nand programming can fix your wii. Since you do not have a nand backup it can only be reprogrammed if the wii is old enough to install boot2 bootmii.

In theory yes you can. But the problem is you still need your keys.bin, and backup nand from another Wii with it's keys and a way to install it. Without Bootmii as Boot2 your only option is to have someone flash it for you as mauifrog suggested.
