Enabled update blocker, still no autoboots working. Although games that were asking to update are now playing just fine through the system menu, so it's at least doing what it's supposed to.

edit: I don't see how running an official game disk will help you. You need to be able to run a recovery disk. If you have Mariokart then there might be a way install a patched SM IOS. Streamlinehd linked to a video here (post 39) and there is mention of a guide by Mauifrog on how to build the disk (I think), but I couldn't find it.
OMG THIS WORKED!!!!!! My Wii is 100% UNBRICKED!

Apparently the mod chip will only autoboot burned games that were modified to autoboot, which I hadn't tried. I was able to burn the custom Mario Kart with the patched IOS and set to autoboot. It worked perfectly, and then a UUDv4 disk let me use wad manager to remove the bad wads (I couldn't get the autobooting wad manager linked here to work). Thanks SO MUCH for your help everyone!

Krafter if you haven't found the guide on building the Mario Kart disc yet you can find it here. It's post #7 in the guide you wanted to work on

Sweet! Thanks you Streamlinehd. I was about to sit down and work on figuring this out. I want to include it in the updated guide.

I was just to lazy to read the entire thread lol.

Are you sure that the wii was made in 2006 or are you just looking at the copyright year?

This is a old thread as stated above please make a new one instead of injecting your problem into this one,
