Well, basically, you have the following options:
1: Check whether you have bootmii installed as boot2 by checking how many times the disc drive flashes. If it flashes twice, you have bootmii as boot2. You can then use the Fully Brick, Bootmii/boot2 installed but No Nand Backup? Solution Here! guide to fix things.
2: You can ask a member with a NAND programmer whether it is possible to restore the NAND without the keys file.
Awesome sig picture does not work

This Wii is not boot2 Bootmii compatible so the OP has to have the backup flashed. Yes, the NAND can be flashed without having the keys.

Really? You know more than I do, but I had thought the keys were of more importance than the NAND itself (example: work-around for the BeTwin donator NAND)? Just curious...

When Bootmii makes a NAND backup it actually attaches the keys to the end of the backup file (nand.bin) so the keys are actually there if you know how to read them. But to answer you question, the keys aren't needed unless you have to encrypt a donor NAND to be compatible with a different console (in this case the backup is from this particular console so the keys aren't needed).

Yeah, I forgot (but did recall becoming aware of that re: keys appended to NAND, lol) about that --- thanks

Here you go.... but it ain't pretty. It's a very challenging task. You might be better off having someone do it for you (for a fee of course).
