If you can I would try as Joostinonline suggested and load ATD DB from the HBC. When you load it, select ios249. You will see something like system titles, system channels, installed channels, save games. Don't mess with the system titles or system channels. Have a look at the installed channels. You should see on for the HBC and hopefully another that is the old channel you deleted. Delete it again. Also while your in there have a look at the hidden channels, ensure you have a region select and elua installed for ntsc-u. Since you region changed your wii, you need to ensure you have that have that region select installed before you ever format your wii.

If you can't find the channel title to delete, you can remove it via a wii system format. But as I said, make sure you have the region select installed first for ntsc-u. If your not sure you can install it via wad. Also, I suggest you install priiloader before doing anything to drastic, it is good to have- priiloader 0.4.

Mauifrog is right, you should install Priiloader first. I shouldn't have suggested using ATD DB without more brick protection.
There are a few things I would like to mention. When you start it up 249 will automatically be used, and it will show the controls. Press any button to go to the category list. Choose "Installed Channel Titles". The name of the deleted channel should just be question marks.

I have attached ATD DB to my post. Extract the zip file into your apps folder.

    Also, read about error 003
    003:
Unauthorized device on 4.2/4.3+: This error is found on region changed Korean wiis that have been updated to system menu 4.2/4.3+. System menu 4.2/4.3+u/e/j call a new ES Ioctlv(0x45) which has been added to system ios70/80+. This call returns a 0 on region changed Korean wiis resulting in this error. It is reported that Nintendo will not service this error. The only know fix for this error only works for wiis with cIOSCORP/DARKCORP installed, and is found in this GUIDE. This error is simple to prevent, like all modded wiis, region changed Korean wiis should never update from Nintendo higher than SM 4.1. In addition, these region changed Korean wiis should install cIOS70-v6174.zip, cIOS80-v6174.zip, and cIOS90-v6174.zip, which will prevent error 003 on region changed Korean wiis should they update to 4.2/4.3+ by mistake. DON'T UPDATE.

Ok, then I suggest you follow my guide linked below. Do all the steps from start to finish. It will update your softmod, cios, prevent error 003, and get priiloader installed. These things are important brick protection for you. Then follow the example on post #12 to remove the corrupt channel you have.
