    This formater does not read anything from the nand
    3.1e-formater.zip

    I am pretty sure that this one does not prevent you from changing the setting.txt, so you should not have issue changing the region. If I where you I would only install the ios36-v3351 wad from the 4.1u pack, then you can install the rest with MMM. Hopefully this will work for you. So just use the 3.1e formater and the ios36-v3351 wad, this should get CB2 working and hopefully install a functional setting.txt

    -get ios36-v3351 installed
    -cb2 MMM
    -Install the SM 4.1u wads
    -- Install IOS249 v17.wad
    Extract
    ARCmod06.zip to sd:\
    Launch ARCmod from MMM app manager
    Use ios249 and change the region settings to USA
    -If you want your wii to have your SN, you need to replace your setting.txt file with the setting.txt replace mod- this is not very important. If you do, first make a backup of the installed setting.txt and save it somewhere. Then put the setting.txt you made with your SN and replace it onto the wii.

    From there, follow the softmode guide below if you like
    Or, perhaps none of this works for you.

    I just looked at 4.1u and IOS36 v3351 isn't there. It does have IOS36-64-v3094

    Should I use that instead?

    All NAND formatters have the region change issue.

    I couldn't get it to load. The formatter wouldn't start and couldn't access bootmii with it. When the wii started, the screen went black and it said IOS 36 loaded successfully" and that was all it did.

    I noticed that 3.1e has a boot.dol and startup.elf file - should they be removed and just leave format.elf?

    Format your sd card
    Copy your bootmii folder to sd:\
    Copy format.elf to sd:\ from the 3.1e formater
    Copy ios36-v3351.wad to sd:\wad from the 4.1u formater

    Boot the wii, bootmii should load. Launch the formter.elf from the bootmii sd menu.

    Correct me if I am wrong, but I don't see the ios36-v3551.wad in the 4.1u formatter. It has ios36-65-v3094.

    Do you have a copy of the one you mentioned?

    IT'S WORKING!!

    I don'y know if having a day off of screwing with it or just sheer luck, but it is working again.

    I'm updating now using NSMP to 4.1.

    One thing I did that I never tried before was using a different NAND. I was following the guide and as I've mentioned the formatter would hang or I would get an error that the setting.txt file could not be read. So I used the formatter V2 file, but placed my backed up NAND and KEYS file in the SD:/

    Then I placed my setting.txt file in the root of the SD card as well and ran formatter V2. It was over in a minute - all files loaded quickly and everything was back to normal. I don't see anywhere that I was supposed to use the backup NAND file when using the NAND formatter, so if I missed it I apologize to all who were trying to help me. If not, then maybe this revelation will help others who may have the same issue.

    Now to put wiiflow back on the USB so I can access the backed up games.

    So when I mod it again, do I skip the bootmii installation part or has that been removed from my system now?

    You still have bootmii. You only need to reinstall it if you want to update it, perhaps you have an older version. Or if you wanted to update your boot2 from v2 to v4 to prevent a Nintendo update from removing bootmii. Those are the ony two reasons you would reinstall bootmii, and they are both optional.
