Which ios and which system menu did you install?

    Boot CB2_BB2_Dop-Ios_Mod-v11.5.zip with ios249 or 36
    Scan the wii
Post the cvs report from your sd card here

Use CB2_BB_System-Settings-Replace_MOD.zip to replace your settings.txt
Copy the settings.txt for your region to sd:\
Then replace it with the app.

Reboot and all will be well (hopefully)

That would be a system menu 4.* wad. That is a bad thing to uninstall.

    You must have bootmii?

Use wadmanager and reinstall your system ios and system menu.
    Follow this guide
Fully Brick, Bootmii/boot2 installed but No Nand Backup? Solution Here!

I must state that the report is looking weird.

    IOS9 - missing?!
    IOS57 - missing
IOS20 - you have version 7, but first release was version 12! (same for all your IOS that are v7, except IOS12)

You have IOS70, but IOS60 and IOS30 are not stubs.

It is probably an early version of cIOSCORP

The signcheck does not report below ios12
Ios40 is the system ios for 3.3k, so he should no have it.
Ios57 is not common. I believe dop-ios-mod reports its function as unkown.

The most significant reading from his report is ""Wii region", Unknown?"
This means the settings.txt is corrupt or missing and the system menu will not boot.
