Does the wiimote turn to wii on?
Use savemiifrii, don't do anything else- what version # is displayed?

Extract CB2_BB_SysCheck_1.6.1.zip to an sd-card and boot the wii. Post the cvs report from your card here.

    "Region unknown"
    This is your trouble
    Extract CB2_BB_System-Settings-Replace_MOD.zip to sd:\
    Copy sd:\ntsc\settings.txt
    to sd:\
Boot the wii, replace your settings.txt

    Everything looks good.
    I would update to cios38-r17 CB2_BB2_Cios38-r17-installer.zip

I would use Dop-Mii_v12_CB2_BB2.zip with ios249 and remove stub ios
    Delete ios 4, 10, 11 16, 20, 30, 50, 51, 254

    I would install priiloader v0.3b
    extract 4.1u-hacks.zip to sd:\
Then hold reset on boot into priiloader
Click hacks, enable block disk updates, enable block online updates
Perhaps set priiloader to autoboot into HBC, or your favorite backup loader
