    Extract bootmii-booter-pal-elf.zip
to a usb stick (or setup an SMB share to the files)

Bannerbomb loadmii from an sd-card, select usb as source (or SMB)
remove the sd-card from wii, format and extract CB2_BB_Cios38r14_installer.zip to the sd-card, reinsert into wii.
From the loadmii screen, load usb:\boot.elf

This should start the cios installer, choose no ios reload, install

You may be able to this with just an sd-card
Rename the boot.elf of bootmi-booter to bootmii.elf and and it to the root of cios38 installer.

Then bannerbomb loadmii, remove the card, add the above files, then load sd and launch bootmii.elf.

OK, it does not work with just an sd-card, but it should work with sd and usb.
