Yes USB Loader would require IOS249.

Just checking, got a few more Universal Unbrick Discs to try, need to upload them. Give me 5. (Actually I've got 2 and they are 60MB each so it'll be longer, my upload is 50k/s but my download is 1600k/s, very assymetrical)

Oh and forum etiquette we press thanks in here when someone helps.

Thanks for providing links to the UUD3 & UUD4 Discs but niether did work for me, they spin for a couple of seconds then stop spinning, what if my problem is not having IOS249 installed is there away round this or a way to get it installed with my wii being in a bannerbrick state?

Unfortunately if you can't get one of those disks to load, there is nothing you can do.

You could try to load wadmanager using savemiifrii and the smash stack. It is worth a try. Just rent the games.
