Only one way to find out, try to install cios38. Any idea how he could install it without the installer? There must be a wad somewhere.

That's the trouble. Nintendo don't put it up on their servers so we can't download it. I always thouse the IOS38 that came with the installer was the cIOS but you dispelled that illusion.
Not really doing much Wii stuff these days.

It is possible to extract the cios from a modded wii and pack it as a wad. There is a hb app, but it does not work on the newer cios. Perhaps an older rev, just to get the system menu back up.

Before this goes to far, the wiimote will turn the wii on, yes?

From what I have read, the lu64fix is cios38 rev11 beta in wad form, also ciosfix is a cios in wad form, not sure which one. When I get home from work I can look at the files closer.

    Give this a try
    Download this
    Extract to a formatted sd-card
    Download this to sd:\wads
    And this to sd:\wads

    You'll need a gc-controller
Boot the wii with sd-card in
    Wadmanager 1.5 mod should start
Select ios36, try others if fail
    Uninstall ios249
    Install lu64
    Restart
Select ios249, or try any ios over200
    Install ios30
    Then
    Install system menu v290 (3.2e)
    Reboot
If all is well system menu 3.2 will load
Goto the 3.1-4.1 guide linked below and bring your wii up to speed.
