Try running the hackmii installer to uninstall and reinstall the homebrew channel. If you can get that working again you shouldn't have any trouble launching whatever apps you need to actually fix it.

It's a shot in the dark.

    ok,

so i've gotten somewhere along the road
ive backed up from a friends nand dump and that gets me to the health and safety screen.
from there it goes back tho, but there is video output rather than "no signal"
my friend knows the backup to be good
he used betwiin and my keys and i manually edited the first part of the bin to get around boot1 mismatch (we confirmed the same boot1 version)

i can also now boot wad manager

any hints at what to try next?

Your friend may have a wad or wiiware that is messing with you now. It sounds like a banner brick. You could try to use anytitle deleter to remove any wiiware he may have.

You could also try to reinstall your system ios and system menu with wadmanager.

I am not sure, you are a unique chase. I have not seen any others use an altered nand dump so it is hard to say.

Your nand does not have hbc? Or it won't work? You could try to rename it to boot.dol and place it one the sd-card with the cboot2.

my nand.bin has HBC, but i get a blackscreen when attempting to boot it (black video output rather than "no signal") which is similar to the system menu issue.

renaming from .elf to .dol gave a PANIC! error

hey, so after some trying i am now in this situation
wii still has "no signal" when booting to wii or HBC
but, i now have 3.3e installed
    i have
    bootmii .9
    stub 1.1
    mini .9

i can boot cboot but no dol files seem to load (as opposed to "no signal")

i have use of the GC controller in bootmii again

    any suggestions?
