The simplest and safest way to remove preloader is to reinstall the System Menu using AnyRegion Changer http://wiibrew.org/w/images/d/db/AnyRegion_Changer.zip or a WAD installer.

Free File Hosting Made Simple - MediaFire

choose preloader 3.0 from above link
if you can get to homebrew channel download above rename the dol file to boot.dol put it in apps/preloader3.0/boot.dol

run it and you can uninstall preloader or upgrade to 3.0

if you cant get to homebrew channel, then go to settings in preloader and change the ios from 70 (if thats what it is to 250 or 249) then try to boot into system menu.
let me know how you get on.

from preloader if you can't get to the home brew channel

download this http://bootmii.org/get.php?file=hack...77d43c721e2955 and run by going to LOAD/INSTALL FILE, then go to INSTALLED FILE to run it,
