Semi-Bricked Wii since may caused by ANNO pal version

Chipped NTSC Wii with Opera error when accessing system settings after ANNO (PAL) system update on May of 09

Sorry for another post like this but I've looked at a ton of posts and most people have a homebrew channel or softmodded their wii's, or have some kind of custom channel. I put in a ton of time in searching for an answer before posting.

I bought this wii off a friend, it is definitely modded with a chip possibly wiikey, I am not sure. It's been modded for maybe 2 years now.

I remember playing punch out fine, then came ANNO (PAL) release in may I believe. I updated. I should have known better, and I've been kicking myself in the face since.

I know of at least 2 firmware updates that have come out since then, I was even prompted by the wii that a new update was available so I guess it has my old router settings stored. Although it is selective to when it works. I did not update it though.
EDIT: To further explain this, I checked my wii mail, and the update is there on 7/18/09 and it is the 4.1 update. I believe I can update it through this mail. (but I won't until I hear from you guys)
EDIT #2: I 1st played ANNO on May 26th 09, My calendar is set up to show day 1st then month 26/5 (europe format)for may 26. I also see an mail to update to 4.0. It's there before I even played ANNO. The 4.0 update is dated May 21

I just tried Wii Sports Resort (NTSC) Stuck it in, and it didn't prompt for an update, it played fine. I believe it was a scrubbed version (whatever that means)

I also tried using 2 update discs that are floating out there but said the disc is corrupted or something. I'm pretty sure they were old firmware version discs.

I'm not sure which update version ANNO came with.

My next move is to try and get Beatles NTSC and see if it contains an update, BUT are there any of those update discs around with the newest firmware on them?

My wii thinks it's a pal version now? So I def shouldn't update it even though it prompts me?

Any help would be greatly appreciated, I'm going to hold off on the beatles disc until I hear from someone.

Thanks so much, and I apologize if the information is out there to fix it, I really did look though.

edit #3: I'm thinking it would be safe to update to at least 4.0 assuming that the update file was on the system before anno updated it to PAL. I don't remember seeing a prompt for that one but then again i first logged hours into the system on the 22 or 23rd of may.

So do you have any homebrew on your Wii? Preloader? Bootmii?

If not you should be able to install HBC using TP hack, SSBB hack or even the new Lego Indy hack. From there you can custom IOS downgrader your system to the right region. Bannerbomb won't be open to you as it needs the system settings.

No, I don't have any homebrew on the wii. So you advise against updating to 4.0 even though the update was on the wii before I received it and screwed it up?

And should I not try the NTSC beatles game to see if theres an update on it?

At the moment the latest disc update is 4.1J on a game which I didn't bother remembering. I'd imagine US and Eur 4.1 game discs shouldn't be too far behind.

I don't know which update Anno has either but it could well be 3.4.

One way to recover a semi-brick is to install the System IOS and System Menu wad for your region. You'll need to launch Wad manager using one of the retail discs and hacks I mentioned.

For a 3.4U update you'll need IOS50-64-v4889 and System menu NTSCU v385.wad. Both files are available in my mediafire, click my sig, under System Menus and wad folders.

You could also launch an unbrick disc with wad manager using savemiifrii and a modchip.
