4.3 U bannerbrick please help

I have a 4.3 U wii with the bannerbrick. It stays at the Health and Safety warning and no option to press A ever shows up

No priiloader or boot2 installed.

Not sure what the guy did to the wii to get it this way either.

Anyways, I've tried the recovery menu, and autoboot discs but they just spin for a few seconds and then stop.

The screen stays with 4.3(USA) in the bottom right screen. Games however will load fine from this menu.

Is there any links to an unbrick disc that will work on 4.3U? I can't find links for uudv4
