I opened my wii up again and realized the two rubber "washers" were in the wrong spot. I had them inside the drive, where they were basically doing nothing, instead of underneath the drive. Since they weren't underneath the drive, the drive was sitting on the chip. I think that is what was causing the problem because it's working fine now.
