I dunno if this is true for anyone else, but Nintendo WFC is very very iffy for me. It works on a 50/50 basis. But when I've played with friends who have a friend code, it usually works somewhat ok. I think when you're using a specific address code, it's not busy searching around for proper bandwidth for a good connection with a random host. Just my two cents.
