You'd still need to install cIOS 36 or 38 for USB loader to function though so in effect you would have to change it. The installer for HBC is quite safe. I've yet to see a Brick caused by HBC installs (maybe I will stand corrected on this).
It's true that some people do brick their Wiis but from what I have seen it's mostly by installing updates incorrectly or by removing vital components of their Wiis software. HBC gives you power to modify your Wii, a power that should not be taken lightly.
