USB Loader is 100% Softmod so you'll not find any specific one that deals with or without mod chip.
There's probably a thousand tutorials out there that you could follow, each would give you what you need.
We're on v1.5 of USB Loader and you'll need to use cIOS 38 rev 13b or plain rev 13.
Installing is (usually) a quite straightforward matter of installing the cIOS that makes all this possible (38 Rev 13b) and then loading up the USB Loader application of your choice.
